His first instinct was to check whether the harbor authority knew anything. He hurried down to the radio at the base of the tower and switched it on, expecting chatter, warnings, or some official explanation. But the channels were quiet, filled only with the usual morning traffic. Nobody out there seemed to know what was happening.
